Aus4Tranport is a long-term transport infrastructure development programme aimed at increasing investments in Việt Nam’s transport infrastructure and contributing to an enhanced national transport network that supports inclusive socio-economic growth and alleviates poverty in the country.

HÀ NỘI — Building inland waterway transport in Việt Nam, supporting the development of low carbon transport and connecting ethnic minorities and farmers to the Greater Mekong Subregion economic corridor are some of the significant achievements of the Australia-funded programme Aus4Transport. After more than six years, the AUD30 million (US$20 million) programme will be wrapped up at the end of this month.
The results were reported at the Aus4Transport final programme workshop held on Thursday afternoon in Hà Nội by Việt Nam’s Ministry of Transport and the Australian Embassy in Việt Nam.
Aus4Tranpost is a long-term transport infrastructure development programme that aimed to increase investments in Việt Nam’s transport infrastructure and contribute to an enhanced national transport network that supports inclusive socio-economic growth and alleviates poverty in the country.
The programme also helped normalise gender equality and social inclusion across the transport sector, support Việt Nam’s efforts to reduce the road death toll, make e-Government a tangible reality for the transport ministry, boost shared prosperity and enable growth in the central region of Việt Nam, as well as assist the transport ministry move towards a greener and more inclusive transport sector.
The programme started in early 2018 and will finish on June 30 after six and a half years.
In collaboration with the transport ministry, Aus4Transport has supported improvements in the sector’s capacity to design and develop high quality projects and bring them to market faster.
It has provided technical support for project preparation and development and helped secure access to high-quality financing for priority transport infrastructure.
Speaking at the conference, Australia's Ambassador to Việt Nam Andrew Goledzinowski said Aus4Transport had helped Việt Nam to more quickly prepare high-quality projects at international standards to leverage over US$445 million from the Multilateral Development Banks for transport infrastructure development.
The programme has supported capacity building at the transport ministry and its institutions and agencies.
“Together with Mỹ Thuận and Cao Lãnh bridges, Aus4Transport will provide lasting links between the people of the two countries and positive momentum for future cooperation under our forthcoming development cooperation programme,” he said.
Deputy Minister of Transport Nguyễn Danh Huy said: “I am proud of the work that we have done under Aus4Transport.”
He also added that he looked forward to the two countries working together on the Aus4Growth programme to support Việt Nam’s ongoing economic development.
Kate McCubbin, head of Aus4Transport’s technical consultant team, said Australia and Việt Nam have enjoyed a long and successful transport partnership spanning more than 30 years.
The partnership has seen Australia support the planning and construction of crucial national infrastructure, including the Mỹ Thuận and Cao Lãnh bridges and inland waterways infrastructure in the Mekong Delta.
As part of that partnership, Aus4Transport was designed around 2017 and its goal was to increase investment in Việt Nam’s transport infrastructure, leading to an improved national transport network that supports economic growth and poverty reduction.
“It marked an important shift, a shift from support infrastructure for hard infrastructure to soft infrastructure,” she said.
It was focused on enhancing processes and systems to improve strategic transport infrastructure management.
“This type of assistance was new to Việt Nam,” she said.
“It was new to the Việt Nam – Australian partnership,” she added.
The gold standard was based on a true partnership model aligned to both countries' strategic priorities. It also introduced a new approach whereby the transport ministry, the Australian Embassy and Aus4Transport worked side by side at each stage of project conception, design, development and implementation.
McCubbin noted that the programme also worked to support the Government of Việt Nam’s commitment to e-Government and digital transformation through the development of three customised management information systems.
The systems were designed to support the specific requirements associated with officials from the transport ministry managing Việt Nam’s large and complex transport infrastructure networks.
The Management Information System collects technical information from more than 17,000 km of water transport routes and inland waterways infrastructure, including 283 ports, 8,668 landing stages and 251,000 vessels.
The system helps to improve multi-modal transport connectivity, boost efficiency and improve environmental sustainability and key economic zones such as the Mekong and Red River deltas.

HÀ NỘI – Xây dựng vận tải đường thủy nội địa ở Việt Nam, hỗ trợ phát triển giao thông vận tải carbon thấp và kết nối người dân tộc thiểu số và nông dân với hành lang kinh tế Tiểu vùng Mê Kông mở rộng là một số thành tựu quan trọng của chương trình Aus4Transport do Australia tài trợ. Sau hơn sáu năm, chương trình trị giá 30 triệu AUD (20 triệu USD) sẽ kết thúc vào cuối tháng này.
Kết quả được báo cáo tại hội thảo cuối cùng của chương trình Aus4Transport do Bộ Giao thông Vận tải Việt Nam và Đại sứ quán Australia tại Việt Nam tổ chức vào chiều thứ Năm tại Hà Nội.
Aus4Tranpost là chương trình phát triển cơ sở hạ tầng giao thông dài hạn nhằm tăng cường đầu tư vào cơ sở hạ tầng giao thông của Việt Nam và góp phần nâng cao mạng lưới giao thông quốc gia, hỗ trợ tăng trưởng kinh tế xã hội toàn diện và xóa đói giảm nghèo ở nước này.
Chương trình cũng giúp bình thường hóa bình đẳng giới và hòa nhập xã hội trong lĩnh vực giao thông vận tải, hỗ trợ các nỗ lực của Việt Nam nhằm giảm số người tử vong trên đường bộ, biến Chính phủ điện tử thành hiện thực hữu hình cho Bộ Giao thông vận tải, thúc đẩy thịnh vượng chung và tạo điều kiện tăng trưởng ở khu vực miền Trung Việt Nam Nam, cũng như hỗ trợ Bộ Giao thông vận tải hướng tới một lĩnh vực giao thông xanh hơn và toàn diện hơn.
Chương trình bắt đầu vào đầu năm 2018 và sẽ kết thúc vào ngày 30 tháng 6 sau sáu năm rưỡi.
Phối hợp với Bộ Giao thông vận tải, Aus4Transport đã hỗ trợ nâng cao năng lực của ngành trong việc thiết kế và phát triển các dự án chất lượng cao và đưa chúng ra thị trường nhanh hơn.
Nó đã cung cấp hỗ trợ kỹ thuật cho việc chuẩn bị và phát triển dự án, đồng thời giúp đảm bảo khả năng tiếp cận nguồn tài chính chất lượng cao cho cơ sở hạ tầng giao thông ưu tiên.
Phát biểu tại hội nghị, Đại sứ Australia tại Việt Nam Andrew Goledzinowski cho biết Aus4Transport đã giúp Việt Nam chuẩn bị nhanh hơn các dự án chất lượng cao theo tiêu chuẩn quốc tế để tận dụng hơn 445 triệu USD từ các Ngân hàng Phát triển Đa phương để phát triển cơ sở hạ tầng giao thông.
Chương trình đã hỗ trợ xây dựng năng lực cho Bộ Giao thông Vận tải cũng như các cơ quan và tổ chức của Bộ này.
Ông cho biết: “Cùng với cầu Mỹ Thuận và Cao Lãnh, Aus4Transport sẽ mang lại mối liên kết lâu dài giữa người dân hai nước và tạo động lực tích cực cho sự hợp tác trong tương lai theo chương trình hợp tác phát triển sắp tới của chúng tôi”.
Thứ trưởng Bộ GTVT Nguyễn Danh Huy cho biết: “Tôi tự hào về công việc mà chúng tôi đã thực hiện trong Aus4Transport.”
Ông cũng nói thêm rằng ông mong muốn hai nước cùng hợp tác trong chương trình Aus4Growth để hỗ trợ sự phát triển kinh tế hiện nay của Việt Nam.
Kate McCubbin, trưởng nhóm tư vấn kỹ thuật của Aus4Transport, cho biết Australia và Việt Nam đã có mối quan hệ đối tác vận tải lâu dài và thành công kéo dài hơn 30 năm.
Quan hệ đối tác này đã chứng kiến Australia hỗ trợ quy hoạch và xây dựng cơ sở hạ tầng quan trọng của quốc gia, bao gồm cầu Mỹ Thuận và Cao Lãnh cũng như cơ sở hạ tầng đường thủy nội địa ở Đồng bằng sông Cửu Long.
Là một phần của quan hệ đối tác đó, Aus4Transport được thiết kế vào khoảng năm 2017 và mục tiêu là tăng cường đầu tư vào cơ sở hạ tầng giao thông của Việt Nam, dẫn đến mạng lưới giao thông quốc gia được cải thiện, hỗ trợ tăng trưởng kinh tế và giảm nghèo.
Bà nói: “Nó đánh dấu một sự thay đổi quan trọng, sự chuyển dịch từ cơ sở hạ tầng hỗ trợ cho cơ sở hạ tầng cứng sang cơ sở hạ tầng mềm”.
Nó tập trung vào việc tăng cường các quy trình và hệ thống để cải thiện quản lý cơ sở hạ tầng giao thông chiến lược.
Bà nói: “Loại hỗ trợ này còn mới đối với Việt Nam.
Bà nói thêm: “Đây là điều mới mẻ đối với quan hệ đối tác Việt Nam – Australia.
Bản vị vàng dựa trên mô hình hợp tác thực sự phù hợp với các ưu tiên chiến lược của cả hai nước. Nó cũng giới thiệu một cách tiếp cận mới, theo đó Bộ giao thông vận tải, Đại sứ quán Úc và Aus4Transport hợp tác cùng nhau ở từng giai đoạn hình thành, thiết kế, phát triển và thực hiện dự án.
McCubbin lưu ý rằng chương trình cũng hoạt động nhằm hỗ trợ cam kết của Chính phủ Việt Nam về Chính phủ điện tử và chuyển đổi kỹ thuật số thông qua việc phát triển ba hệ thống thông tin quản lý tùy chỉnh.
Các hệ thống này được thiết kế để hỗ trợ các yêu cầu cụ thể liên quan đến các quan chức của Bộ Giao thông vận tải quản lý mạng lưới cơ sở hạ tầng giao thông lớn và phức tạp của Việt Nam.
Hệ thống thông tin quản lý thu thập thông tin kỹ thuật từ hơn 17.000 km tuyến vận tải đường thủy và hạ tầng đường thủy nội địa, bao gồm 283 cảng, 8.668 bến cập bến và 251.000 tàu thuyền.
Hệ thống này giúp cải thiện kết nối vận tải đa phương thức, nâng cao hiệu quả và cải thiện tính bền vững môi trường và các vùng kinh tế trọng điểm như đồng bằng sông Cửu Long và sông Hồng.
